Abstract. This paper describes the structure and game-theoretic and hydraulictechnical control mechanisms of the hydrological regime of the WPA, which aim to increase the efficiency of flood waters to flood the territory. The basis of the study is a previously created digital elevation model and a hydrodynamic model of the dynamics of flood waters. 
There are several mechanisms of ecological and economic management of the territory of the economic entities, reducing their negative impact on the ecosystem of the floodplain. Methods of geoinformation and hydrodynamic modeling are described to study the effect of possible flood of dams on the rivers Volga and Akhtuba and existing irrigation dams in riverbeds flood levees on the dynamics and size of the area of flooding. It is shown that the construction of flood embankments will not have a significant effect on the dynamics and size of the area of flood inundation, and the total negative contribution of existing irrigation dams is a few percent. The influence of each of the local dam on the flood dynamics is shown. Areas of high and low sensitivity to the dynamics of flood levees existence are found.
